The procurement complies with the Government Procurement Agreement (GPA) and was carried out without EU financing.
A medium-sized Latvian operator submitted one of the two tenders that were filed during the competitive procedure. Large-scale road construction firm SIA "BINDERS", with its headquarters in Riga, has a track record of successfully completing urban infrastructure projects in Latvia, including significant resurfacing and civil engineering projects. There were no reports of subcontracting agreements.
